NEW KID ON THE BLOCK

This urban anti-hero has recently appeared on a boarded-up door of the former Hopetoun Inn on McDonald Road.

Bearing mysterious codes on his clothes, and with a not altogether friendly glint in his eye, he seems to represent a futuristic, outlaw-street artist (U for underground?) ready and willing to deploy the spray-can in his right hand. Perhaps this is a wall's eye view.

Paradoxically, the well-executed stencil work is pasted to the door on paper – a slightly less daring enterprise than using more traditional and long-lasting paint which consequently carries greater legal penalties for those who get caught.

Can any reader tell us more about the artist or the meanings contained within the piece?

Update

The letters across the figure's chest are CMYK and presumably stand for: Cyan, Magenta, Yellow and Key. A Wikipedia entry on the CMYK subtractive colour model can be read here.

No such clarity yet attends 042:114:98. It may refer to the patent number of 'a paper cutting and perforated line forming device for a printer' filed by a Japanese firm in 1979, or to the company registration number of Systematic Investments Limited, which was struck off and dissolved in June 2004. But somehow we doubt it.
