Dutch exchange could ease tram woes

From a Dutch tourist, I recently learned that Amsterdam is having similar problems to Edinburgh's trams with the extension to their Metro system suffering from delays due to unforeseen construction problems and resultant cost overruns.
 
Would it not be useful for the two Capital cities to 'twin' in some way, thus allowing senior local government officers and elected representatives to make exchange visits to compare notes on how these problems can best be solved?
