Grass less green on the other side

In the last few weeks, the wasteland behind London Street (and opposite the empty new garage/dwelling/office) has become a dumping ground for building materials and prunings up to the height of about 6 foot in places. 

This has presumably been dumped by local owners or their contractors.

These prunings are now drying out well and should be soon ready for anyone who wants to start a fire.

There are a number of garages and a workshop in the vicinity and I wonder from whom they should seek compensation in the event of a destructive fire – the elusive owners and their contractors, or the Drummond Place Tennis Club which rents the land from the Council?
